The Cabinet has set the timeline.
The workforce question is now urgent.

On 23 April 2026, His Highness Sheikh Mohammed bin Rashid Al Maktoum announced that 50% of UAE government sectors, services, and operations will run on Agentic AI within two years, making the UAE the first government globally to operate at this scale through autonomous systems.

The private sector mandate followed on 4 May 2026, with Dubai Chambers establishing dedicated funds and Agentic AI Incubators. Ministers, directors-general, and federal entities will be assessed on adoption speed. The efficiency gap between agent-ready and manual organisations is no longer theoretical.

In parallel, the National Policy for Empowering People of Determination has moved inclusion from voluntary to operationally mandatory: tied to trade licence renewals, building permits, and the Anti-Abuse Policy approved earlier in 2026. Workforce design is now compliance-adjacent.
